The 1.1 million 'extra' Pennsylvania mail-in votes weren't extra or unexplained. They were a category error that compared ballots physically mailed through USPS to the total number of voters who used the broader mail-ballot process (which also includes ballots requested and completed in person at election offices), and any subsequent claim (including Trump's figure of ~200,000 'extra' votes) that treats this mismatch as evidence of fraudulent or phantom ballots inherits the same flawed premise: it mistakes an administrative subset of the process for the whole process.

Total mail-in voters = (Ballots mailed AND returned) + (Voters who requested & completed in-person, without ever receiving a mailed ballot)

Mastriano treated "total mail-in voters" to be equal in count to "ballots mailed" but one is actually a subset of the other. Ballots mailed is a subset of total mail-in voters because people received a mail-in ballot in person and used that to also vote in person at the county election office.
